In January 2020, the Ministry of Manpower in Singapore strengthened the Fair Consideration Framework for greater deterrence against workplace discrimination.
The Fair Consideration Framework is a set of guidelines issued by the Ministry of Manpower, in its capacity as a regulator of foreign manpower in Singapore. They do not have the power of law, but are regarded in the private sector as more important on a daily operational basis than black letter law because of the Ministry of Manpower’s discretion and power to suspend a private sector company’s ability to apply for or renew the work passes of its expatriate employees if these guidelines are not complied with.
